बिहार के लिये विकास के मापदंड : Yardstick for development of Bihar

जैसा कि अन्यत्र होता है, मूलभूत सुविधाओं से सम्बद्ध बिहार के विकास के मापदंड कुछ ऐसे होंगे:

१. सारे राजमार्गों, शहरी व ग्रामीण मार्गों/ उपमार्गों पर चौड़ी और पक्की सडकें,
२. हरेक ग्राम पंचायत में अधिकृत चिकित्सा पदाधिकारी और दवाओं की आपूर्ति से सज्जित प्राथमिक स्वास्थ्य सुविधायें,
३. हर गाँव और शहर में विद्युत् की निर्बाध आपूर्ति,
४. सभी के लिए प्राथमिक, माध्यमिक, उच्चतर माध्यमिक, स्नातकीय शिक्षा के अवसर,
५. सिंचाई के लिये समुचित जल-प्रबंधन और स्थाई बाढ़ निवारण परियोजनायें,
६. आधारभूत ढांचों के विकास के लिये तथा रोजगार के अवसर बढ़ाने के लिये १५-२० वर्षों तक घाटे का बजट,
७. सुदृढ़ और चिरायु कानून व्यवस्था,
८. कृषि, व्यवसाय और उद्योग के विकास और प्रसार के लिये समयबद्ध लक्ष्य,

९. आदि-इत्यादि.

लेकिन, बिहार के विकास के कुछ और मापदंड हैं जो किसी और राज्य या देश पर लागू नहीं होते और वे हैं:

१. बिहार की एक सम्माननीय आबादी अभी भी, गुजरे हुये जंगल राज और उसके नायक की पोषक है| जिस दिन यह समुदाय लालू का नाम खो दे और व्यावहारिक दृष्टिकोण अपना ले, तभी हम कह सकेंगे कि बिहार विकास के पथ पर चल पड़ा है या पहुँच गया है. जब तक ऐसा न हो, हम मानसिक रूप से अविकसित ही रहेंगे|

२. बाकी, आपकी राय सर-आँखों पर|

As it stands anywhere, the yardsticks of development of Bihar as regards the basic facilities are as following:

1. All roads on state highways, rural and urban lanes and by lanes be metalled and wide,
2. All panchayats be facilitated with primary health centre fully accomplished with certified medical practioner and medicines,
3. Uninterrupted quality power supply to all corners of the state,
4. Opportunity for education to all at primary, middle, higher secondary and graduation levels,
5. efficient water management for agriculture as well as implementation of instruments of permanent management of yearly flood,
6. A deficit budget for 15-20 years to take on infrastructural development in the state as well as generation of enough employment opportunities within the state,
7. Strong and consistent law & order situation in the state,
8. Time bound schemes and implementation to develop on agriculture, commerce and industry in the state,
9. Etcetera……

But, Bihar has some additional yardstick which do not apply on any other state or country as well and they are:

1. Even today, there is a respectable lot of Biharies which still feeds on the golden jungle raj and its perpetrator. Therefore, it is wise upon the rest of us to judge development of the state on this benchmark as well and which is, the day when this lot stops reminiscing on the Lalu and ilk. That will be the day when we can proudly say that the state has developed as much as to be seen so by this yet disgruntled lot. Till then, we can not say ourselves developing or developed.

Now also there is primitive jungle stye living in bihar but slowly civilisation is taking place and by the end of this decad atleast Jungle Rajya will get decayed and decomposed and new civilised Bihar will starting rising as early morning sun cool - calm and pleasing.
