Can retired bureaucrats be made director of PSU?

If PSU has to compete in existing market scenario domestic and internationally then surely retired bureaucrats may not be the only option for appointment as directors or sole inchrage of any PSU. Business does not only run by administrative expertise but also with domain expertise, knowledge of technology, knowledge of business rules, regulations, knowledge of domestic and international markets. Retired bureaucrats can not have all these requisites as they have been busy in day-today administrative work mainly related to Govt which might not be related to business and commerce. Although they have good experience in administration and contacts with government departments which can also be asset for PSU but not sufficient tobe head of PSU to make it run profitability in today's market condition. Retired bureaucrats could be accommodated into PSU but as Independent director who can give advice to the top management from time to time on various issues, they must not be directly involved in day-day operation of PSU. Independent directors mean advisers at top level but their advices can not be mandatory for the top management of PSU to accept at all cost. Directors of PSU must be from existing business line with great knowledge of enterprise domain, expertise, excellent knowledge of domestic and international market, rules and regulations of business and commerce nationally and internationally, professionally qualified.
