why people forget those civic senses they practice in mumbai or in any metro or outside of bihar, when they come back to their home town

We don't forget civic sense. The only thing is we have not learned it.

What we have been taught we do it often, it comes as a reflex action not a forced action: e.g. touching feet of our parents or respected elders.

Civic senses are more followed where society is advanced and the living standard is high. We still live in villages or semi urban places. What we call it a metro in India is nothing but a mere bricks and walls. Needless to explain that it is lack of positive efforts, consciousness and many other loopholes that millions of people still pluck roses under the blue roof in the day and in the night.

You are comparing two uncomparable society or situation.

The word "Civic" refers to society and not personal. Its not about personal hygiene but about civic sense. What people do in European countries it can be followed here to but that needs a lot of transformation. Affordability, accessibility, living standard and social practices and education play a major role in creating "Civic Sense".

If we insist that we will live clean and hygienic, who can stop us ? If I camp in a forest for a week, I have choice of toilet. 1. I take a Lota and head to a thick shrub, squat and relieve. 2. I dig a deep hole in the ground. Have a small table like seat made of wood.with a hole in the middle. Any carpenter can do it. Then mount a cheap, plastic toilet seat on to it and place the wole thing on the hole in the ground. Then have the area enclosed on all side byany material which must be opaque. Now, I have a clean, hygienic toilet at my disposal.So, we as individul decide how we live.
