Who is to blame: India or Nepal for the Kosi river situation

Bihar state of India has always been in the headlines for mass exodus, of its inhabitants to neighboring states, in search employment and opportunities. The recent flood crisis has again brought the place on the fore ground of international arena. Bihar has again managed to hit the headlines but this time the situation is critical. The mass exodus of Biharies due to flood in Kosi river has just been initiated and this time the migration is going to be mammoth and gigantic. Who is to blame for it, Nepal or India? The question needs some solemn consideration and evaluation and the deductions can be concluded via following points,

Nepal:- To a level the present mass exodus is generated by Nepal, as the prime reason for it is the fact that the flood originated in Nepal.

India:- As a nation which boast of becoming the new super power India has failed to live up to its expectations.

Political Apathy:- The political system in India is based on democracy. But as a nation, all that is done in the country is plain and simple talking and promises made by the political leaders which are to be broken after elections. Rest of the article on Reasons for mass exodus of Biharies.

India and moreover. In all the infrastructure we the Indians help Nepal so obviously how can we forget to help ourselves..
The saga tells about many agencies hand in glove. Pick the reason(s) as following:
Keep the flood hit populace as it is. It serves great purpose. (1) Poor and displaced population is available as cheap labor across the length & breadth of the country, (2) Less burden on state exchequer in terms of maintenance of services and infrastructure in the area, (3) A large illeterate constituency to feed on, (4) Relative peace on land reforms front because the landless are migrating in nature, (5) Appeasement to our beloved brother Nepal.

You may add on reasons for this indifference.

This is quite a small issue which can be addressed without hum as compared to the projects handled worldwide. The amount that have been spent over the years in the name of rehabilitation in the aftermath of koshi could have rid us of the yearly mourning. But nay, we dont want.

The shear negligence on our part is to blame. When it goes wrong, its easy to blame others. When has the Indian government taken responsibility of its actions. Nitish Kumar sent letter after letter to the central flood control to sort the Kosi dam out but to no avail leading to its collapse and death of thousands of poor Biharis.
