पटना मेट्रो रेल का मामला अब 'फास्ट ट्रैक' पर है। राजधानी के लिए निहायत जरूरी यह परियोजना गुरुवार को सकारात्मक अंदाज में अचानक कई कदम आगे बढ़ी दिखी। योजना आयोग के सलाहकार गजेंद्र हल्दिया ने इस बारे में यहां उच्चस्तरीय बैठक की। बैठक में इसके तमाम पहलुओं पर बात हुई।

इसमें सरकार के आला अधिकारी व विभिन्न महकमों के प्रधान सचिव मौजूद थे। तय हुआ कि पटना मेट्रो रेल के लिए इसी माह एक्सप्रेशन आफ इंटरेस्ट (इओआइ) आमंत्रित किया जायेगा। यह इओआइ, पटना मेट्रो के लिए फिजिबिलिटी रिपोर्ट (एफआर) तैयार किए जाने को लेकर होगा। एफआर केलिए जो कंपनी आयेगी उसे नगर विकास विभाग द्वारा तीन से चार एलायनमेंट का विकल्प दिया जायेगा। योजना आयोग के सलाहकार का यह कहना है कि पथ निर्माण विभाग द्वारा 'गंगा ड्राइव वे' का जो एलायनमेंट तैयार किया गया है उसे मेट्रो के एलायनमेंट के लिए विशेष रूप से ध्यान में रखा जाये। फिजिबिलिटी रिपोर्ट तैयार किए जाने को ले तय कंपनी को उक्त एलायनमेंट के बारे में विस्तार से बताया जाये।

दिल्ली मेट्रो रेल कारपोरेशन ने पटना मेट्रो के लिए हाल ही में एक प्रारंभिक अध्ययन कराया था। दिल्ली मेट्रो रेल कारपोरेशन के एमडी ई.श्रीधरन ने मुख्य सचिव अनूप मुखर्जी को लिखा है कि पटना के विभिन्न हिस्सों का अध्ययन करने के बाद उनकी यह रिपोर्ट है कि पटना के पच्चीस किमी हिस्से में मेट्रो रेल सिस्टम का कवर दिया जा सकता है। मेट्रो रेल सिस्टम के डीपीआर के लिए दिल्ली मेट्रो रेल कारपोरेशन दस लाख रुपये प्रति किमी के हिसाब से शुल्क लेता है।

इओआइ के लिए जो कंपनी तय होगी उसे राज्य सरकार मेट्रो रूट का विकल्प उपलब्ध करा दे। कंपनी ट्रैफिक लोड और फिजिबिलिटी के आधार पर यह तय करेगी कि कौन-कौन से रूट में पटना मेट्रो को शुरू किया जा सकता है। योजना आयोग के सलाहकार श्री हल्दिया का इस बात पर बल रहा कि इस एलायनमेंट को निश्चित रूप से गंगा ड्राइव वे को विकल्प में रखा जाये। इसी तरह वैकल्पिक रूट में सगुना मोड़ से बेली रोड और फिर दीघा हाट से पटना जंक्शन तक आर ब्लाक होते हुए आने वाली रेल लाइन भी शामिल है। बैठक में शामिल आला अधिकारियों ने बताया कि पुराने पटना के रूट पर भी विचार होना है पर सरकार की यह स्पष्ट सोच है कि इस इलाके में ओवरहेड मेट्रो चले। खुदाई को अनुमति नहीं दी जायेगी। इओआइ के लिए तय कंपनी को ही यह निर्धारित करना है कि एलायनमेंट के हिसाब से कहां-कहां मेट्रो के स्टेशन बनेंगे।

योजना आयोग के सलाहकार के साथ हुई बैठक में राजधानी में पीपीपी मोड पर चौबीस घंटे बिजली आपूर्ति किए जाने की योजना पर भी चर्चा हुई। इस बाबत यह तय हुआ कि इसी महीने में इस मुद्दे पर बैठक होगी। बैठक में गर्दनीबाग स्थित सरकारी आवासों को तोड़कर उक्त इलाके को नये सिरे से विकसित किए जाने की योजना पर भी विमर्श हुआ। शीघ्र ही इन परियोजनाओं के लिए भी निविदा आमंत्रित की जायेगी।

मेट्रो रेल का आधार

पटना : योजना आयोग का यह प्रस्ताव है कि उन सभी शहरों में मेट्रो रेल शुरू किए जाने पर काम हो जहां कि आबादी दो मिलियन से अधिक है। योजना आयोग के इसी प्रस्ताव के तहत पटना में मेट्रो रेल परियोजना का काम आगे बढ़ा here is possblts.

We biharis produced maximum number of railway ministers but these bloody ministers did nothing for their own state and you Mr. so called Gaurav ji, thinking about mono rail. Ask your CM to provide few buses in every route for the comfort of his citizens. At present also people are seen on the roof of the buses and even hanging from all sides to reach their destination.

Ahmadabad Mumbai Banglore chennai Hyderabad Bhopal chandigarh indore Lucknow Varanasi Jaipur cochin Puna All cities are focus to find their own metro with in 5 to 6 years.They have funded for their projects.Construction going in some cities.We Bihari now think it a flower of heaven. Nothing big we can acheive both volvo buses and metro train as well.

Who told you Mr.we were better than most of states after indipendence or post indipendence.First store adequate G.k to view here.Our downfall start from Shri jagannath Mishra after J.P movement Because of enmity of Congress from Bihar.Magadh land has always been ahead in all aspect.we faced huge painful pathetic situation at time of lalu Rabri.Bihar had much much good condition after indipendence than Lalu Rabri duration.Dont support these viruses infact Bihar need some more advanced leader for future to forget all these.
