Somebody to comment about the river kosi having birth from Nepal and changing the streams in the state of Bihar Spoiling the Bihar's Agriculture.

1]Have efforts been taken to keep river under control?

2]Is it possible to study those efforts?

3]Can we not engage the services of some agency to study?
