Is the lack of techno-commercial educational institutions one the reasons for the backwardness of Bihar?

In line with the goal of nation building, India has been committed to providing free and compulsory education to all children. Towards this end, Indian Parliament has enacted a legislation making free and compulsory education a Right of every child in the age group 6-14 years which has come into force from 1st April, 2010. Government is considering a proposal for the setting up of National Commission/Council for Higher Education and Research for prescribing standards of academic quality and defining policies for advancement of knowledge in higher educational institutions based on the principle of enhancing autonomy of universities and institutions of higher learning and research. Technical Education plays a vital role in human resource development of the country by creating skilled manpower, enhancing industrial productivity and improving the quality of life. Technical Education covers courses and programmes in engineering, technology, management, architecture, town planning, pharmacy and applied arts & crafts, hotel management and catering technology. The technical education system in the country can be broadly classified into three categories – Central Government funded institutions, State Government/State-funded institutions & Self-financed institutions.

CC ji, that is why I am trying to convince you that despite of storage of great amount of foodgrains does not surve the purpose for common man, why do we worry for gold prices touched the sky or the 'patallok'. A common bihari need what is needed to survive and develop without paying more to any institution for education or other necessary necessities. In 1947 food grains were not sufficient for people of that era and now foodgrains are grown 10 times more than what it was grown in 1947 although ration of people is 1 multiplied into 4 (maxi). So what has the govt. been doing since last 64 years? In last 64 years Bihar has become just like somalia despite of having great amount of resources!
