Is the lack of techno-commercial educational institutions one the reasons for the backwardness of Bihar?

In line with the goal of nation building, India has been committed to providing free and compulsory education to all children. Towards this end, Indian Parliament has enacted a legislation making free and compulsory education a Right of every child in the age group 6-14 years which has come into force from 1st April, 2010. Government is considering a proposal for the setting up of National Commission/Council for Higher Education and Research for prescribing standards of academic quality and defining policies for advancement of knowledge in higher educational institutions based on the principle of enhancing autonomy of universities and institutions of higher learning and research. Technical Education plays a vital role in human resource development of the country by creating skilled manpower, enhancing industrial productivity and improving the quality of life. Technical Education covers courses and programmes in engineering, technology, management, architecture, town planning, pharmacy and applied arts & crafts, hotel management and catering technology. The technical education system in the country can be broadly classified into three categories – Central Government funded institutions, State Government/State-funded institutions & Self-financed institutions.

Yes, it is absolutely true at least 70-80% of such student get qualified from other states due to unavailability of IIT,IIM,IIS,IMT and many more such prestigious institute.
Doctor sahab, yi Bhai Shab and Bhenji ni hi to Bihar aur UP ko choupat ka diya hai. Nahi to aaj ham apni Bihar mi kam kar ti.
Every year more than 10,000 boys and girls are leaving to other states for professional degree and diploma courses! So every year Bihar money appx. 10,000 x Rs.100,000.00 = RS.100 crores going to other states of India. And Bihar Govt. is asking for fund for development! In five years 500 crores Bihar has lost. If Rs.500 crores are invested in Bihar in Techno-commercial institutions, Bihar could attract similar money from other states.

No, it is not the reason for backwardness and I am talking w.r.t. techno-commercial institutions. Because, whomsoever is capable and wants to pursue such courses, anyway enrolls him/herself in institutions outside the state. There will be peripheral cases for whom buying such education outside is a bit bigger ask and they just miss. But larger picture remains the same.

On revenue front, yes its a great drain on states money that would have helped the local economy in whatever little measure it could. That educational infrastructure is an imperative on any nation/state to creative the pool of excellence that takes the state ahead. And it would never be late to train our focus in this direction.

Such a proportionate infrastructure is not built in a day. And it would need great funding for the same as compared to amount of money we are referring to that goes out in the form of fees every year. Yes, important is to resolve and begin.

Prirorities for the time being may be the urgent needs of this hour which is civil infrastructures, law & order as well as corruption. That is to say, unless you tame the horse, you can not make it gallop and serve you.

All said and done, education is always and an equally important priority for the state if it has to stand on its own. While excercising its priorities, education starting from primary to graduation as well as vocational trainings have to be focussed on and funded with. Otherwise, it would come in the critical path of the whole development planning.

Bihar need Just 72 ITI institutes with avarage 2 institutes per district with 4000 trainees capacity per year. Every year we will get 288,000 trained skilled worker if they earn and send only Rs.10,000.00/month to their family in Bihar e.g. then 288,000 x Rs.10,000.00 = Rs.2880000000.00 means Bihar get Rs.288 Crores per year. This way Bihar can reduce unemployment to a very great extent and Bihar's economy will grow faster than any other state and in next five year Bihar will be at par with other developed state of India. This will also accelerate the pace of ongoing industrialization of Bihar. Admission must be on just 10th pass basis without any entrance test or hurdle, first come and first serve basis. This kind of skill does not need a great level of intelligence; passouts will be self employed or employee of any industries. Admission must be given on mass basis.

A class of 50 is manageable. How many trades are there? Take it 5. A batch of 250 per ITI. 2 institutes per district is at lower side. Take it at 10 per district adding upto 360 ITIs. It will produce a batch of 90000 per year. Lets assume, 50% of them are employed in Bihar itself @ 10000/-. Then, the spending without accounting for savings, will be 45 Crs. An expatriot 50% would be sending 2000/- out of its income and that works out to be 9 Crs.
The money thus channelised into market is not enough at 54 Crs. But, it has great employment opportunities for the masses as well as a good thing to begin with.

Right topic man, the matter of migration of students for higher education and the matter of AAM Janta should be the first priority for the coming govt.
Abhishek ji, you have very wrong data with you regarding passouts of ITI, I will narrate an example of one my friend whi is also from Mitihari dist, in Bihar. He is Motihari ITI Passout 10 years back, his age will be appx.35years, he work in electro-mechanical contractor as electrician his salary is AED 3,500.00 + Lodging and boarding free into company account, if he spends AED 500.00 just for his entertainment that is very good amount, he saves almost AED 3000 which is equal to Rs.37,500.00 per month x 12 months = Rs.450,000.00 per year, he was telling me to buy some agro-commercial land in Motihari worth of Rs. 50 lacs, this is called development. This is small example I have given. Bihari have narrow state of mind and always think to take up forth class job in govt. sector rather becoming manager with MBA in private sector. This mentality has to change if they want to develop themselves. I will give you further reference of other class employee in this discussion till that time please amend your style of thinking. My friend is one of the employee of that company where maximum numbers of other states. Here ITI Salary range is AED 2000.00 to AED 5000.00 per month with lodging and boarding free into company account, salary depends on the ability of the emplyee on the job.

21)Machinist, 22)Machine Grinder, 23)Electroplater, 24)Draftsman (Civil), 25)Welder,
26)Stenography (Hindi), 27)Stenography (English), 28)Printing Machine Operator,29)Mech. (Diesel), 30)Mech. (Tractor), 31)Cutting & Tailoring.

Some more can be added due to upgradation of technology, so take 100 students per trade which will be 3100 students per institute for 2 institutes figure will be double 6200 students per districts trained in above skill profession will fetch Rs.10,000/ month x 6200 = Rs.62000000.00 x 38 districts = Rs.235 crores 60lacs per year to Bihar will be multiplied into numbers of years new students + old passouts earning, please imagine, the future of Bihar! But lots of work tobe done to enroll such numbers of students like promotion and awareness of advantage amongst public of Bihar.
Rajesh,you are time and again requested to spare people their mind and thinking. You are still not in hold of your own senses and as such a suggestion coming from you is duly unqualified and unwarranted.

While amending my line of thinking, you are suggesting to create a work pool for middle-east at the cost on Bihar's exchequer?! Sorry.

Please advocate creation of employment opportunities right here in Bihar. And by corollary, the technical pass outs must serve the state.
