Be it super sonic south India or Roaring Western India , its economic boom which has completely transformed these states.
At the time of independence we had seen good public sector investments in Northern India put post liberalization of Indian economy we are left behind.
So how do we catch up is Agriculture the only answer?

We have to be realistic.
First we have to put our house in order. Repair the house, get rid of rats, cockroches, spiders and wall lizards. Ensure reliable 24/7 220 Volt electricity. Clean surrounding areas. build roads for approach to the house.
Then and then only invite guests.
Getting foreign investment is almost same like getting personal loan from a bank. We need to show our earning capacity and some property.
Similarly, Bihar needs to have good infrastructure, less crime (dadagiri), strict rules and regulations to attract investments

If we take example of Gurgaon know as milenium city does not have 24/7 electricity supply. Take example IT hub pune where you do not get electricty 24/7, Still FDI is there. Second thing we need huge electricity supply to only some places where we are planning to have industry setup. For that we have around 11 thousants mw power plant in progress, which will be completed in next 3 years, which is sufficient for the Industry. In india so many industry run on inverter and generator.
For FDI first we need domestic investment. Foreign investor are not blind that you just give them the electricty and they will come and invest. First they will see how indian industry are doing there, if good then and then they will come. They do not want to take risk. There are so many other tested places in the world where they can invest.
Why In india textile industry is on boom because tax rebate was given to that indusry. Now we are leader in IT industry because they do not need to pay much tax and they make around 30 per cent profit. We have cheapest mobile call rate beacause Tax rebate. And above all we have huge population or we can say huge market.
So for the FDI, the most important is to open small and medium enterprises and show the foreign invester that in bihar environment is good. And every one know that we have 10 crore population(larger than whole Britain) which is huge market for them. So just give them the tax rebate and by running some domestic industry just to show them they are are safe, they will come.

There is intense competion for FDI. I have never been to Bihar nor India. I guess that Like any country/state/region, Bihar has to make itself attractive for FDI and I think that would require fast processing of application (reduce bureaucratic procedured), appropriate legal framework, good infrastructure (including airports and ports, roads, railways), educated workforce and have the necessary skilled workers, not been perceived as a corrupted place, been perceived as a safe place, tax incentive and so on and....so on.
The former Minister of Finance and International Trade of Mauritius used to tell the people of Mauritius that whenever he used to have meetings with potential foreign inverstors/business men, they used to tell him that " Mauritius is not the only beautiful girl in town", in other words they mean that they can invest their capital in many suitable countries other than Mauritius. Then, he as a Minister of Finance has to convince them of the advantages of investing in Mauritius that they would not get from other countries. Mauritius gets enough of FDI. so I beleive Bihar has to make itself attractive. The state government must the locomotive and then, the others must play their role properly. Let everyone put the welfare of the people of Bihar first. Bihar deserves better. May God bless Bihar.

I do not deny that such crime is not taking place in Bihar but compare to last few years of misrule.. It has gone down drastically and this can not be an excuse to demean Bihar.
Bihar lack basic set up such infrastructure,tax incentive for investors, single window system for all sort of permits and most inportantly a state supportive Central government. The day we manage to sort out these problem , not only FDI but even local investment will flow to Bihar...
Bihar has sizeable coustomer base, huge human capital, people savy goverment, what we lack is infrastructure and for that Government is doing its best. Recently Malaysian goverment's representive for infrastructural development Mr Sammy Vellu has visited Patna and met Mr Nitish Kumar to extend co operation for development.
Things will not change overnight and particulary infrastructural development.. So rest assured and have faith in the government.. Try to restore trust of people outside Bihar that Bihar has every possible stuff to explore further possibilites to get back it glorious past..
All must come together and collectively support the cause. If there is anythign wrong in our own backyard then we must rectify it. Instead of condemning, we must put some effort on ground to educate people to amend their habbit. If not then stay away and do not condemn Bihar and Bihari...

One Anupma Kumari, a Sub Inspector of Police, Patna, and her husband Mukul Sharan approached Dr. Shivendra Sahay and wife Dr. Nirmala Sahay of Kankarbagh where they have an Eye Clinic. Mrs. Kumari demanded Rs. 10,000/- per month Rangdari Tax from the couple. She threatened them with dire consequences if her demand was not complied to. To top it up, her husband, one Mukul Sharan threatend the doctor couple that their Eye Clinic will be burnt down if the Tax is not paid.
Now, all members of youbihar, please pause and think. Is this the enveronment conducive of development, FDI, business expansion and progress ? Right in the heart of the state capital, protector of law is demanding Randari Tax with threats of dire consequences. And here we are shouting and trumpeting that Bihar is out of jungle Raj and progressing forward to a peaceful, law abiding situation under the enlightened and able leadership of Mahamahim Nitish Kumar.
Before anyone talk of all these fanciful projects, please remember that there are over 80 MLAs who are convicted criminals, sitting in the state Assembly. A Sub Inspector of Police would not have gall and courage to demand Rangdari Tax so blatantly and openly, right here in the heart of Patna. Her husband would not have dared to threat that he will burn their clinic down to ashes. Not untill these two have political patronage and someone's hand over their head.
And remember, this is happening in the heart of Patna, right under the nose of Mahamahim Nitish Kumar, a self proclaimed Messiah of development and law and order. Sadly, Bihari people are thoroughly gullible people. Anyone can take them for a ride. In the past, Laalu-Rabri took them for a ride. Now Nitish is doing so in very crafty manner.
So, Do you really expect FDI to come to Bihar in this sort of enveronment ?

So just saying that One SI is corrupt in Bihar so we we can not get FDI is baseless. In democracy zero corruption is impossible. Take any country whether its USA, Italy or Britain. I guess you do not read news paper. There is already IIT in Bihar. We have already started opening technical colleges. And who said to have FDI we must have Technical and Managerial colleges in Bihar. Managers can be hired from over the world, that is not a problem.
We are building the infrastructure, Law and order has been improved, Road has been constructed, Airport authority of india has already started discussion to have one new airport and expand the Patna airport.
For FDI to come they just need Airport, Easy access to Market, Road, Tax rebate, Electricity where they will run their business, Assurance from the local Gov. that they are safe to invest. For that We first need domestic investment.

If I am a FDI and want to come to Bihar, I will do a feasibility study. I will look for infrastructure, law and order, well qualified people to man and experienced managers. One must create an enveronment conducive of business and industry. We have to have IIT, Managerial colleges, technical colleges, and a people of first class graduate and master qualifications - not mediocre ones - to man these projects. As I said in my earlier post in nutshell, we must first put our house in order before we expect FDI to come. First deserve, then desire.
