How can funds be given to farmers in Bihar without defaults?

I have access to a large amount of funds for encouraging agriculture related enterprises in the fertile plains of Bihar; particularly North Bihar spanning more than 50,000 SQ Km. However; I have to come up with some systems to ensure that they are properly utilised, and returned; that the people don't default on the loans given to them on TRUST.

Any ideas on how funds can be given to farmers in Bihar without defaults?
